San Diego is a border city, a Navy town and a beach town at once, and it has arranged its life around the fact that the weather is never going to be an excuse.

Balboa Park is bigger than Central Park and older as a public reserve. The neighborhoods run from Ocean Beach and Point Loma out to North Park and City Heights, and the city gets more interesting the further you get from the waterfront hotels. The border is right there, twenty minutes from downtown, and San Diego is genuinely half of a two-country metro area whether the tourist maps say so or not.
